The heat pump water heater rebate in BC is up to $1,000 through the Home Renovation Rebate Program for homes that heat water with electricity, and up to $3,500 through the income-based Energy Savings Program (rules effective July 6, 2026). Which one you can use depends on your current water heater fuel and your household income.
What heat pump water heater rebates exist in BC in 2026?
Better Homes BC runs two programs that cover a heat pump water heater in a regular house:
- Home Renovation Rebate Program. Not income tested. $1,000 per home, with a maximum of one primary water heating system rebate per home.
- Energy Savings Program. Income tested, with three income levels. Up to $3,500 per home.
Better Homes BC also lists a separate rebate for homes with gas, propane or oil water heating, but it is only open to homes at or north of 100 Mile House, so it does not apply in Greater Victoria. Municipal top-ups exist in a few cities; we did not find one for Greater Victoria, so check the Better Homes BC municipal offers page before you buy. How much is the Energy Savings Program rebate?
The July 6, 2026 requirements list these amounts per home for a heat pump water heater:

So a household converting from a gas tank can receive the top amount at every income level, while a household already on an electric tank gets less as income rises, and nothing at Level 3.
Which income level am I?
Your level is based on household size, combined pre-tax annual income of the adults in the home, and the property's assessed value. The Energy Savings Program page lists the maximum income for each level:

The program page notes that Level 3 rebates apply only to ground-oriented homes switching from natural gas, propane or oil. The assessed value rule also applies, so use the official rebate finder rather than this table alone.
What are the rules for the $1,000 Home Renovation Rebate?
- Your home's water heating must be primarily heated by BC Hydro, FortisBC electricity or a listed municipal electricity account, and the heater being replaced must be the primary water heater.
- The new unit must be listed as Tier 2 or higher on NEEA's Advanced Water Heater Specification Qualified Products List.
- It must be installed by a licensed contractor with a GST number and a valid BC business licence for the trade, for example a plumber or a heating and cooling contractor. Self-installation is not eligible.
- Documents must be submitted within six months of the invoice date.
- The requirements state that emergency replacement of a broken electric heat pump water heater, or of an existing electric heat pump water heater, is not eligible.
What are the rules for the Energy Savings Program?
The same Tier 2 product rule applies, only one rebate per home is paid, and a second heat pump water heater in a home that already has one is not eligible. The upgrade must be installed by a Registered Contractor approved for the program, and that contractor submits the application within six months of the invoice date. Ask any plumber whether they are registered before you sign, because a non-registered installer disqualifies the rebate.
Does a tank failure ruin my rebate?
The risk is real. The Home Renovation Rebate says emergency replacement of an electric heat pump water heater is not eligible, and registered-contractor and product checks take time. At the time we checked, the Energy Savings Program page carried a banner saying the site was not being updated during the provincial election period, apart from safety and statutory content. Program amounts and rules can change, so confirm the figures on Better Homes BC or with an energy coach (1-844-881-9790) before you commit to a purchase.
